NOTICE OF ENVIRONMENTAL CLEARANCE CERTIFICATE (ECC) APPLICATION: HAIB COPPER PROJECT  

The Haib Copper Project is inclusive of two applications for ECC of which, due to parallel nature of the proposed activities, will be managed together through a parallel stakeholder review process.

 

 

APPLICATION ONE (LINK):

 

ENVIRONMENTAL IMPACT ASSESSMENT (EIA) FOR THE PROPOSED DEVELOPMENT OF THE HAIB COPPER MINE NEAR NOORDOEWER, //KHARAS REGION, NAMIBIA

Name of Applicant: Koryx Copper, trading as Haib Minerals (Pty) Ltd (Koryx)

Environmental Assessment Practitioner (EAP): Knight Piésold Consulting (Namibia) (Pty) Ltd (KP)

Nature and location of proposed activities: Located approximately 25 km north-east of Noordoewer, along Namibia’s southern border. The proposed activities include: 

  • An open-pit copper mine,
  • On-site processing plant,
  • Tailings and waste storage facilities,
  • Solar photovoltaic (PV) plant,
  • Access roads,
  • Power supply lines and
  • Supporting infrastructure

If approved, construction will take 2–3 years, with a mine life of approximately 23 years.

ENVIRONMENTAL IMPACT ASSESSMENT (EIA) FOR THE PROPOSED WATER ABSTRACTION, SUPPLY AND STORAGE ACTIVITIES TO SUPPORT THE HAIB COPPER MINE NEAR NOORDOEWER, //KHARAS REGION, NAMIBIA

Name of Applicant: Namibian Water Corporation Ltd (NamWater)

Environmental Assessment Practitioner (EAP): Knight Piésold Consulting (Namibia) (Pty) Ltd (KP)

Nature and location of proposed activities: Located at the confluence of the Haib River and Orange River approximately 35 km upstream of Noordoewer, along Namibia’s southern border. The proposed activities include:  

  • Water abstraction works on the Northern Bank of the Orange River,
  • Water supply pipelines and booster pump stations,
  • Off-channel storage dams and
  • Associated infrastructure (Access roads, power supply lines)

If approved, construction will take 2–3 years. 

 

Background to the two applications:

Initial notice was given in terms of the Environmental Management Act (No. 7 of 2007) and Regulation 21 of the Environmental Impact Assessment (EIA) Regulations on the 17th of July 2025 that Haib Minerals (Pty) Ltd intended to apply for an Environmental Clearance Certificate (ECC) for the proposed development of the Haib Copper Project near Noordoewer, //Kharas Region, Namibia.  

This notice was inclusive of all activities within the two applications above. The documentation pertaining to the Haib Copper Project is available below.

 

As part of the development of the Terms of Reference and stakeholder engagement process during the Scoping Phase, partnership opportunities between Koryx and NamWater were identified. The proposed activities remain the same but the inclusion of the additional applicant (NamWater) resulted in the requirement for two separate applications for ECC to be submitted to the Ministry of Environment, Forestry and Tourism (MEFT) through the two Competent Authorities (CAs). The activities have been split accordingly between the two applicants.
