NOTICE OF ENVIRONMENTAL CLEARANCE CERTIFICATE (ECC) APPLICATION: HAIB COPPER PROJECT  

The Haib Copper Project is inclusive of two applications for ECC of which, due to parallel nature of the proposed activities, will be subject to joint stakeholder consultations.

Application one: 

ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) FOR THE PROPOSED DEVELOPMENT OF THE HAIB COPPER MINE NEAR NOORDOEWER, //KHARAS REGION, NAMIBIA: PUBLIC CONSULTATION EVENTS

Name of Applicant: Koryx Copper, trading as Haib Minerals (Pty) Ltd (Koryx)

Environmental Assessment Practitioner (EAP): Knight Piésold Consulting (Namibia) (Pty) Ltd (KP)

Nature and location of proposed activities: Located approximately 25 km north-east of Noordoewer, along Namibia’s southern border. The proposed activities include: 

  • An open-pit copper mine,
  • On-site processing plant,
  • Tailings and waste storage facilities,
  • Solar photovoltaic (PV) plant,
  • Access roads,
  • Power supply lines and
  • Supporting infrastructure

If approved, construction will take 2–3 years, with a mine life of approximately 23 years. 

Application two: 

ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) FOR THE PROPOSED DEVELOPMENT WATER ABSTRACTION, SUPPLY AND STORAGE INFRASTRUCTURE TO SUPPORT THE HAIB COPPER MINE NEAR NOORDOEWER, //KHARAS REGION, NAMIBIA: PUBLIC FEEDBACK EVENTS

Name of Applicant: Namibian Water Corporation (NamWater)

Environmental Assessment Practitioner (EAP): Knight Piésold Consulting (Namibia) (Pty) Ltd (KP)

Nature and location of proposed activities: Located at the confluence of the Haib River and Orange River approximately 35 km upstream of Noordoewer, along Namibia’s southern border. The proposed activities include:  

  • Water abstraction works on the Northern Bank of the Orange River,
  • Water supply pipelines and booster pump stations,
  • Off-channel storage dams and
  • Associated infrastructure (Access roads, power supply lines)

If approved, construction will take 2–3 years. 

 

PROJECT LOCATION

GPS Coordinates: -28.686438° ; 17.879938° 

Location of the proposed developments associated with Exclusive Prospecting License (EPL) 3140 (See below)

Initial notice was given in terms of the Environmental Management Act (No. 7 of 2007) and Regulation 21 of the Environmental Impact Assessment (EIA) Regulations on the 17 July 2025 that Haib Minerals (Pty) Ltd intended to apply for an Environmental Clearance Certificate (ECC) for the proposed development of the Haib Copper Mine near Noordoewer, //Kharas Region, Namibia.  

This notice was inclusive of both applications above. As part of the development of the Terms of Reference and stakeholder engagement process, partnership opportunities between Koryx and NamWater were identified. This resulted in two separate ECC applications being submitted to MEFT.

Notice is hereby given  in terms of the Environmental Management Act (No. 7 of 2007) and Regulation 21 of the Environmental Impact Assessment (EIA) Regulations that:

  1. Haib Minerals (Pty) Ltd intends to apply for an Environmental Clearance Certificate (ECC) for the proposed development of the Haib Copper Mine near Noordoewer, //Kharas Region, Namibia.  
  2. Namibian Water Corporation (NamWater) intends to apply for an Environmental Clearance Certificate (ECC) for the proposed development of Water Abstraction, Supply and Storage Infrastructure to support the Haib Copper Mine near Noordoewer, //Kharas Region, Namibia.

Knight Piésold Consulting (Pty) Ltd was appointed to undertake the Environmental and Impact Assessment (EIA) for the proposed developments.

 

PUBLIC PARTICIPATION PROCESS

Public consultation events will be held to present the findings of the Environmental Impact Assessment (EIA), including how issues and concerns raised during the initial consultation phase have been addressed.

The general public and Interested and Affected Parties (I&APs) are thus invited to attend the public consultation events as scheduled below, participate in the process and provide comments. The meeting will include a presentation and Q&A session. All are welcome.

These engagements form part of the ongoing consultation process and will provide stakeholders with an opportunity to review key findings and provide further input prior to finalisation of the EIA and EMP.

 

DOCUMENT AVAILABILITY AND COMMENT PERIOD

The Draft Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) will be available for public review and comment from:

6 May 2026 to 19 May 2026

Written comments must be submitted within this period.
