Evaluation of Alternatives for TSF Using Multiple Account Analysis: Selection of Location and Construction Method

ABSTRACT

Selecting the most proper location and construction method for a tailings storage facility (TSF) is a complex process that involves balancing technical, environmental, social, and economic criteria. In this study, the Multiple Account Analysis (MAA) tool is applied to jointly and comparatively evaluate two planning decisions for expanding an operating TSF: defining the most suitable location for the expected tailings by comparing the construction of a new deposit with the expansion of the existing facility and selecting the construction method (downstream and centerline). The results show that MAA facilitates systematic assessment of both elements, allowing different perspectives to be integrated and promoting informed decisionmaking. This provides a documented and objective framework that allows all proposed alternatives to be considered and weighed, enabling possible concerns from stakeholders regarding the conditions analyzed to be addressed. The proposed method can be adapted to the conditions of each project.
